3032581 - Publish Custom Fields fail with transport request/tasks related issues.

Publishing a Custom Fields fails with error:

"Create a task for transport request <SID>K9XXXXX"

despite a modifiable task is assigned to the user trying to publish the field under the relevant transport request.

In app "Configure Software Packages", 'Automatic Task Handling' is disabled for the package to which the transport request is assigned.
