Custom offboarding tiles are visible to Admin and Hiring manager

1.Create a custom Offboarding tiles

2.These tiles are expected to display only for Offboardee's

3.But the tiles are displayed to Admin and Hiring Manager too

Tiles only visible for the Offboardee are not supported yet. We cannot set a rule such that only terminated or to-be terminated users see a given tile on their Home page. This is at this time an enhancement request.
