Symptom
- Alert notifications are triggered to CC roles even when alert message in Manage Data is inactive
- Users receive random alert notifications from system
- System sent a default Alert notification when the alert message is inactivated pre-alert generation

Reproducing the Issue
Example: Alert for work permit info
- Go to Manage Data > Inactivate Alert Message (Alert Message which is used in business rule to generate alert)
- Now generate Future Alert for any user for Work Permit Info by running EC Alert and Notification job
- Go to “Manage Alerts and Notification” tool and select work permit info from Entity type drop down
- See that "Alert Message” column is blank in “Manage Alerts and Notification” tool
- CC role received email notification on the alert effective date, but with a default content which is different from inactive Alert Message
Cause
- This is expected behavior when alert message is inactive
- It's the same behavior when we delete alert message
Resolution
There are two system templates:
- For Time off
- For others
- Alert header is same, like “Alert for John, Benefit Adjustment” or "Alert for John, Work Permit Info".
- Alert content is different.
- For time off, it’s like “John, Sick leave on 09/01/2012 - 10/01/2012”.
- For others it's like “John, Benefit Adjustment on 09/01/2012” or "John, Work Permit Info on Mar 2, 2021"
