3035606 - Why are there 2 UIDs associated with the account after I change the email address to that of an existing lite account?

Symptom

In Identity Access, after changing the email address of a full account to one that belongs to an existing lite account, 2 unique UIDs are associated with the account when toggling between Full and Email Account. 1 UID for "Full Account" and 1 UID for "Email Account".
