3035918 - Retroactive SIN change does not trigger a cancelled Year End form

Symptom

You are generating an amendment Year End RunID after changing retroactively an employee's SIN (Social Insurable Number).

However, no form is processed, or only an Amendment form is processed for this employee. You are expecting to see a Cancellation and a new Production form created for this employee.
