3035922 - How to enable the language fallback for OCC

Symptom

When requesting data from OCC interface with URL language parameter and there is no data of requested language, empty content will be responded, while not the expected data of its fallback language.
For instance, German has English as its fallback language, when requesting product data with URL parameter ‘&lang=de’, and product has {name[de]=null and name[en]=test}, then empty will be returned for product name.
It can be demonstrated in any frontend using OCC, e.g., Spartacus.
