When transferring the fixed asset master data, the system raises error FAA_MD022 "Changes to field City Code of Japan Property Tax Report are not allowed".

 SAP S/4HANA Cloud Public Edition.

1. Enter APP "Migrate Your Data".
2. Choose your project.
3. Perform the transfer.

Check the layout of asset class through SSCUI 102606 "Define Asset Class". The asset class with layout "SAP_BUILDINGS "or  "SAP_LAND_INTANGIBLES" is not allowed to change. You get this error, because you have filled the field "City Code", but it has been set to hidden in the layout "SAP_BUILDINGS "or  "SAP_LAND_INTANGIBLES". This field is designed in the scenario of asset transfer. In Japan requirement, different cities can have different tax codes. Therefore, this field is important in asset transfer, when an asset is moving from one city to another. However, buildings or lands cannot be moved between the cities. That is why this field has been set to hidden in those two layouts.

It is standard behavior, do not maintain the field "City Code".
