3038180 - Fields with /ARBA/ namespace are failing during the upgrade in the ACT_UPG phase

Symptom

While upgrading the system, the ACT_UPG phase reports that fields of the /ARBA/ namespace are missing, and therefore cannot activate a custom table (e.g ZARIBA).

The fields with the /ARBA/ namespace are not present in the shadow instance.
