Symptom
You notice that the average RFC response time in ST03 has increased after upgrading software component ARBCI1 to SP9 (patch name SAPK-10S09INARBCI1)
The key indicator is that report CL_ARBCIG_PROA_CSNPGI_PUB_IMPLCP appears at or near the top of "Analysis Views → Transaction Profile → Standard" in ST03 for task type RFC (or NONE/All), and has an average response time of ~60 seconds:
The specific function module involved is ARBCIG_PROA_MSG_TRIGGER and can be observed via "Analysis Views → RFC Profiles → RFC Server Profile" setting task type to RFC:
