3038805 - Which date is used as pricing date in Project Billing apps?

In the "Release Billing Proposals" / "Manage Project Billing" app, for Time and Expense billing method, it is unclear which date is used as pricing date to fetch the condition rate maintained in "Manage Prices" app.

Taking below sample data as example.

1. In "Manage Prices" app, there are 2 conditions maintained within the same month as below.
  Valid from,     Valid to   ,         Rate
  03.01.2021,   03.10.2021  ,  100 USD
  03.11.2021,   03.31.2021   ,  150 USD 

2. Post time recording with service date = 03.05.2021.
3. In "Manage Project Billing" app, the 2nd rate (150 USD) will be used to calculate the billing amount.

The current system behavior is that the billing is to be done period wise.
Therefore, for Time and Expense, the system will always take the last day of month as pricing date to fetch the rate.
For above sample date, the last day is 03.31.2021, thus, the 2nd condition rate will be used. 

This is the current system design.
For some specific business requirement to maintain multiple different condition rates within the same month, it is not supported yet.
