3041007 - Error "No RFC authorization for function module RFCPING" in SUM step "Input SAP* User Password"

Symptom

When trying to upgrade a dual stack system by using SUM, face below error at phase "Input SAP* User Password" for java stack.

Had already checked SAP KBA 2670236 and confirmed the password of user SAP* is correct, but still, SUM is not accepting the password.

In INPUT-SAPSTAR-PWD_<xx>.LOG, find below error message:

In transcation ST22, there is following short dump.

Category           Installation Errors
Runtime Errors  RFC_NO_AUTHORITY

No RFC authorization for function module "RFCPING".

The user "SAP*" in the client <client_number> attempted to execute the function module
"RFCPING" from the function group "SYST", but does not have the appropriate
RFC authorization.
