3041007 - Error "No RFC authorization for function module RFCPING" in SUM step "Input SAP* User Password"

Symptom

While upgrading dual stack system with SUM, there is following error in step "Input SAP* User Password" in java stack.

You have already checked SAP KBA 2670236 and confirmed the password of user SAP* is correct.

In INPUT-SAPSTAR-PWD_<xx>.LOG, the error message is shown as below.

In transcation ST22, there is following short dump.

Category           Installation Errors
Runtime Errors  RFC_NO_AUTHORITY

No RFC authorization for function module "RFCPING".

The user "SAP*" in the client <client_number> attempted to execute the function module
"RFCPING" from the function group "SYST", but does not have the appropriate
RFC authorization.
