3041531 - You are not authorized to edit message while opening Message Editor

Symptom

In Message Monitor you select an error message and click on "Open Message". Then you get the following error in "Message Editor: Versions" page as below:

You are not authorized to edit message headers and message attributes
You are not authorized to edit the message payload
