Removing the access to a development template via RBP does not remove the plan and a message appears saying you do not have permission for this plan. 

To remove access to the Development plan, 'Enable Development Plan V12' needs to be disabled in Provisioning. This will automatically disable CDP Full:

Once users have permission to access the Career Worksheet and the Career Path, the Development module will still show in the Home dropdown:

But only the CDP features they have permission to, will appear in the module:

• Note: the Career Worksheet can appear on its own when permissions are removed for the Career Path and Mentoring. 
• Only LMS integrated systems will support the Career Path showing on its own. To get the Career Path to show on its own, the 'Transcript' feature - for integrating LMS with CDP has to be turned on in Provisioning.
