3045294 - Error loading config file: java.io.FileNotFoundException: (No such file or directory)

Symptom

The outbound messages are failing in PI/PO system during the SSL handshake: Failed to call the endpoint: Error in call over HTTP: HTTP 0 null

In the XPI Inspector traces, before the error, there will be a warning like the one below:
