3046604 - "No Finalized Change Request" indicator cannot be set with personalization as Blank

Symptom

In Display Change Request view, you will see that the indicator of "No Finalized Change Requests" is always set as default. Even though user has their own personalized default value for this field in WD application USMD_EDITION_CREQUEST, it will have no impact to this field.
