Cause
Role-based Permission access called "Job Relationships Actions (Correct)" is required to perform correct action on existing data of Job Relationships portlet after 2H2020 Release.
Resolution
Grant the user the necessary permission under Employee Central Effective Dated Entities > Job Relationships > Correct.
