3048384 - Integration Center: Special characters used in Import from the Job Profile Builder

Symptom

You wish to use Integration Center in conjunction with the Job Profile Builder (e.g. for importing your competency library from the Job Profile Builder) and notice that special characters are displayed incorrectly (e.g. 'ä' would be displayed as 'auml', even in Preview mode)
