3048691 - Cannot create a new migration project with Direct Transfer method

Symptom

Once the system is updated to SAP S/4HANA 2020 SP1, the Create Project button is missing. Only "Edit" and "Finish" buttons remain.

Or

There is error message "Cannot create project. Certain settings are required before projects can be created. Contact SAP for support by creating a ticket using component CA-LT-MC".
