3050360 - ACC_ECS_DIR_INPUT_PP tolerance check is not working as expected

An ECS document is created successfully through ACC_ECS_DIR_INPUT_PP even though it is beyond the tolerance limits specified in OBA0, OBA3 or OBA4.
Yet when the same document is reversed through ACC_ECS_REVERSE the config check is performed thus preventing reversal which seems a inconsistent behavior.
