One of the managed systems have SM_CCLM:QUAL_<SID> job in Status: Activate Help Assistance. When you try to "release" the job to run, "job already active" message is displayed.
In Collector administration, the CUSTOM CODE: QUALITY (ATC) collector shows "Last Status" as: "Activate Help Assistant".
Collector Log tab shows message: "No Data Available"
The quality collector job: SM_CCLM:QUAL_* is not running for the managed system ID.
