Symptom
scenario 1: you want a process server keeps shutting down when Redwood BPA starts up.
scenario 2: you migrate Redwood BPA to a new system, but want to do some tests on old system for a while. with the option 'start on startup' ticked in process servers, it prevents process servers from running on new system.
