3051874 - SAP Development Infrastructure fails to start due to SecStore issue

Symptom

Accessing the SAP NetWeaver Development infrastructure (SAP NWDI) fails with the below error:

In the default traces, the application sap.com/tc~SL~CMS~TCSEar fails to start:

com.sap.engine.services.dbpool.exceptions.BaseDeploymentException: Error occurred while reading file entries from DB.
Caused by: com.sap.engine.frame.core.configuration.ConfigurationException: Internal error during the decryption process.
