3052790 - System copy (R3load) failed with error: Cannot read data for table '[HEADER]' or .TOC is not from the same export as

Symptom

System copy of AS ABAP System failed in ABAP import phase - using Software Provisioning Manager (SAP Note: 1680045).

The failed <package>.log contains the error entries, (/<sapinst_instdir>/.../<package>.log):
