3052809 - Freeze "dimension header rows" does not freeze row dimension headers

Freeze > Dimension Header Rows feature of the optimized table will only freeze the column dimension headers vertically and not the and not the row dimension headers.

SAP Analytics Cloud for Planning all versions

1. Create table and set optimized presentation
   2. Set the freeze at "dimension header rows" and scroll

Expectation is that if you scroll horizontally (left to right), the row dimensions would also be frozen.

This is currently by product design as it is built together with the ability for ‘vertically growing tables’.  However freezing of the row members is missing. 

The freezing of row members will be added in the future but there is currently no target wave at this time.

In the meanwhile you can combine the Freeze > Up to column setting to freeze the row headers. Note however that this option freezes a specific column (column 3, for instance) so if you add or remove a dimension from the rows in the table builder panel the column will not shift automatically and will need to be reset.
