3053323 - Advanced Filters are greyed in Executive review

After enabling the advanced executive review filters, managers are getting error "Filter and Population functionalities aren't available, either because you don't have required permissions or the system couldn't load filter data. Please contact your administrator for help."

Executive review filters are loading when clicked on them. When advanced filters are disabled, filters load correctly.

1. Enable advanced filters in the advanced settings > As a manager access compensation > executive review
   notice the filters are grayed out and see an error message as below.
2. Filter and Populations functionalities aren't available.
   either because you don't have required permissions or the system couldn't load filter data. Please contact your administrator for help.

Missing permissions that are required to access the filters.

Executive Review Filters end-user data is being saved in MDF, so the permission to those MDF entities is required for the end-users. You can create a new permission role for the managers (or user who needs to access the filters) and grant the permissions to these three MDF objects.

Under miscellaneous permission:

• compfilterdefinition 
• compfilterdefinition.criteria 
• compfilterpopulation

There are two permissions:
For planning managers
Under miscellaneous permission:
compfilterdefinition
compfilterdefinition.criteria
compfilterpopulation

Admins can also use the same permission as planning managers OR they can use the following permission as well.
Metadata Framework > Admin access to MDF OData API.

Hence a user with the permission Metadata Framework > Admin access to MDF OData API, can access the filter option without having the miscellaneous permissions.
