3054979 - Data Action - Unable to maintain parameter sequence - SAC

 Parameter does not have mandatory field and Target version can not be deleted, also unable to maintain parameter sequence.

1. Create copy data action
2. Create 5 Parameters: Source Submission, Target Submission, Target Version, BPE, and Date 

This is the behavior by design of the product

It is not possible to change the order of the existing filters or the parameters of a Data Action.
