3054979 - Data Action - Unable to maintain parameter sequence - SAC

 Parameter does not have mandatory field and Target version can not be deleted, also unable to maintain parameter sequence.

1. Create copy data action
2. Create 5 Parameters: Source Submission, Target Submission, Target Version, BPE, and Date 

This was a product limitation.
