Do we need to setup a "Public URL" for SAC setup?

Please note that you don't need to set a "Public URL" in SAC. However, you need to set it in HANA in the XS server as mentioned in the blog https://blogs.sap.com/2019/05/28/sap-analytics-cloud-live-connection-to-sap-hana/.
