3057098 - In app "Project Control - Enterprise Projects", receive error 'RAISE_SHORTDUMP' when releasing project

Symptom

In app "Project Control - Enterprise Projects", the user tries to release a project and gets error:

“Runtime Error: 'RAISE_SHORTDUMP'. The OData request processing has been abnormally terminated. If you use SAP S/4HANA Cloud Public Edition, please create an case. Otherwise, if "Runtime Error" is not initial, launch ADT feed "Runtime Errors" or transaction ST22 / SM21 (system log analysis) for details and analysis.”
