3058251 - Unable to view locale specific information of Product/Category in Backoffice

Symptom

When login Backoffice by Employee users who don't have admin role, the locale specific data (e.g. the "Identifier/Description/Summary" attributes of Product/Category) only display the ones which do have locale values.
