3059191 - Usage interval First used and Last used period will not be updated in settlement rule

The usage interval (first used and last used period) will not be updated upon settlement.

With the Parallel Accounting introduced from CE2105, this behavior changed.

A new "Settlement: History per ledger” button displays the ledgers and periods in which the settlement was executed.

Since there is settlement history, it's OK to delete or change the settlement rule.
