In Action for all plans "Set Default Template Permissions" isn't visible under "Manage Template Settings".

Reproducing the Issue
When navigating to "Action for all plans" and choosing "Manage Template Settings" the page "Set Default Template Permissions" is not available as a tab.
Cause
This page is not available when using the permission "View generated Variable Pay and Combined Statements based on Role-Based Permission" seen under Company settings.
Resolution
This permission needs to be unticked to control the permissions using the "Set Default Template Permissions" page instead.
If this permission is not ticked the page will be available under "Manage Template Settings".
