Symptom

A 10331 error, "Permission denied, database master, owner dbo. You need the following permission(s) to run this command: CREATE DATABASE.", may be reported when the option 'enable granular permissions' is set and a user with 'create database' privilege executes CREATE ARCHIVE DATABASE.
