3060970 - Transportation Resource Capacity Supply not being considered completely by optimizer

The optimizer does not generate enough transport receipts even though the Transportation Resource Capacity Supply is sufficient. That is the Transportation Resource Capacity Supply not being used up by the optimizer. 

In below example, there two transportation resource defined for ship-from location/location/product. The Capacity Supply for RES1 is 1000, which is sufficient to generate 1000 Transport Receipts. Still only 500 Transport Receipts is generated by consuming 500 capacity supply of RES1 partially.

In the meantime, you could find similar message in the explanation log as below.

Issue: Independent demand can't be fully satisfied (Requested amount: 500.000000, Fulfilled amount: 0.000000, Explained amount: 500.000000)

Reason: Resource capacity of 0.000000 is too low. Increase the resource capacity by at least 5000.000000.
