After upgrading SAP Web Dispatcher to version 781 or higher, logging to Web Admin UI stops working. After providing the logon credentials for Web Admin UI the login screen appears again, preventing the user to logon.
This issue only happens if SAP Web Dispatcher Web Admin UI is accessed through HTTP and "icm/HTTP/samesite_none_add_secure" parameter is set to "ON" in Web Dispatcher profile.
