3062891 - SSSLERR_NO_SSL_REQUEST after activating the parameter system/secure_communication

• The parameter "system/secure_communication" was set to ON.
• The system does not work correctly after the change.
• The ASCS may present (but not limited to) a "running but not responding" status.
• The trace file of the Message Server or Enqueue Server has entries similar to the below:
