As from 2016 SAP HCM FR don't deliver any update of the constants in view v_T511K. As this update is a configuration task that should be done by customer.
So customer may have maintained the legal values beyond 2016. And after an upgrade those may have dissappeared or overwritten by SAP last delivered entry started in 2016
