3064006 - FBRA returns error F5682 "Archiving has not finished"

Symptom

While executing  transaction code FBRA, error  message  F5682 "Archiving has not finished" occurs. 

You are trying to reset cleared items that are 'archivable' according to your customizing entries in table T070 and T071.  However you noticed that there are not "Incomplete archiving sessions" in transaction SARA where affected document could be included.
