3067928 - Syntax error in program CL_SCWN_NOTE_SAR_FILE_N during/after upgrade

The error below happens in upgrade phase XPRA*. The similar issue can also be reproduced by calling SNOTE or SPAU note adjustment after it happens in the upgrade procedure.
