3068615 - How to solve language garbled display issue

Symptom

String value loaded from key&value in Japanese which defined in project.properties file found garbled.

for example:

key & value in project.properties file is:

formInfo =オンラインショッピング <test-contact@onlineshop.abc-xyz.com>

when the value loaded by the following code:
formInfo = getConfigurationService().getConfiguration().getString(formInfo);

the value turns to be:オンラインショッピング<test-contact@onlineshop.abc-xyz.com>
