3068787 - Error FWM 01014 when trying to create a Relational Connection with ODBC - My SQL connectivity on Linux

Symptom

 When creating an ODBC connection to My SQL  from IDT using Server Middleware, users receive the error message:
"FatalException occured. The cause was : com.crystaldecisions.enterprise.ocaframework.OCAFrameworkException$AllServicesDown: Unable to find servers in CMS xxxx:6400 and cluster @host.domain.com:6400 with kind connectionserver and service propertyListContains('SI_NETWORK_LAYERS', '[ODBC][My SQL]'). All such servers could be down or disabled by the administrator. (FWM 01014)"
