3069879 - Error Message "Invalid data due to gaps or overlapping employment periods" Displayed After Replication

After replicating basic master data for a workforce from external HR systems to SAP S/4HANA Cloud, you get the following error message in the API response or in the Message Monitoring Overview app: 

Invalid data due to gaps or overlapping employment periods.

The workforce person is moving from an 'Inactive' employment status back to an 'Active' employment status. Examples for such scenarios are 'rehiring' and 'withdrawn from termination'.
You did not delimit the planned working time information while the workforce person was 'Inactive'. This now creates an inconsistency because the working hours can never be '0' for an 'Active' employment status.
