3070433 - {Onboarding} Onboarding Dashboard prompts sub tiles of positions for user to choose

When user click on Onboarding Dashboard, instead of going into onboarding dashboard directly, it prompts sub tiles of positions for user to choose.

This is expected behaviour if the user assigned with Concurrent Employment or Global Assignment, Onboarding Dashboard prompts sub tiles of the positions for the user to choose which position the user needs to use to access the dashboard.
