Symptom

Trying to schedule job "Lock Unused Business Users" via the external scheduling service BC_EXT_APPJOB_MANAGEMENT fails with errors such as:

"User <Communication User> not authorized to schedule report <APS_IAM_LOCK_BUS_USRS>. Report on BC-SRV-APS-APJ."

"User <Communication User> not authorized to schedule job <JobText>"
