3073041 - Failed to load UI5 component for navigation intent

Clicking on tile Risk Register returns the following error message:

App could not be opened because the SAP UI5 component of the application could not be loaded. Failed to load UI5 component for navigation intent "#Risk-manage"

Chrome Console log shows the error below:

Failed to load UI5 component for navigation intent #Risk-manage - failed to load 'sap/grc/acs/lib/library.js' from /sap/bc/ui5_ui5/sap/acs_lib/~966DDD8A4E5665C0D76B5DC2336AEEAA~5/library.js: 404 - NOT FOUND - REQUESTED RESOURCE OUTDATED

But when requesting the direct url: https://<server>:<portNumber>/sap/bc/ui5_ui5/sap/acs_lib/library-preload.js

The file can be successfully requested.
