3073720 - PO JDBC Adapter error DriverManagerException

• You are using the Process Integration (PI) or Process Orchestration (PO) JDBC Adapter to connect to an Oracle Database
• In this case the intention is to connect to an Oracle 11g database
• You have deployed an Oracle driver e.g. ojdbc8.jar, in the PO system as per note 2513069 Guided Answers - How to deploy the external drivers for Axis/JDBC/JMS Adapter
• When testing the Adapter connection you receive an error similar to: 
  Message processing failed. Cause: com.sap.engine.interfaces.messaging.api.exception.MessagingException: Error when attempting to get processing resources: com.sap.aii.af.lib.util.concurrent.ResourcePoolException: Unable to create new pooled resource: DriverManagerException: Cannot establish connection with the registered driver. oracle.jdbc.driver.OracleDriver returns: IO Error: The Network Adapter could not establish the connection. : SQLRecoverableException: IO Error: The Network Adapter could not establish the connection
