3074573 - Routing Form Within an Iterative Step Does Not Trigger Spell Check or Legal Scan on Route - Performance Management

Symptom

When a Performance Review Form is in an Iterative step and user routes the form to another user within the Iterative step, this will not trigger the Spell Check On Route or Legal scan On Route.
