3075525 - Workaround for Inbox localization on SmartEdit

Localization doesn't work for Inbox content on SmartEdit in 1905, 2005, 2011. The issue has been fixed in 2105 but not able to backport due to API breaking changes. Here is a possible workaround for it.

Important Note:

This workaround contains backend webservice apis change. If customer have customized modules calling these apis,  the customized modules could get influenced by the change. Customer have to change the customized module accordingly.

This is not an official solution, but a possible workaround, which needs customer to test carefully first!
