Symptom

Symptom 1: Installation failing in step SetContextSecureUserStoreCreationRequired

You can see below errors in sapinst_dev.log

Symptom 2: Installation of ASCS instance failing in step stopInstance

You are using SWPM to perform system copy for distributed system. There is error when installing the ASCS instance in step stopInstance.
 
Selected Service: SAP NetWeaver 7.5 > SAP HANA Database > System Copy > Target System > Distributed System > Based on AS ABAP > ASCS Instance (NW_ABAP_ASCS|ind|ind|ind|ind)

There is following error in log file "sapcontrol_<sid>_ASCS01.log". The log file exists in the installation directory.
