Issue adding New hire data review step after the PDC step.

Reproducing the Issue
- Create a new process variant manager.A
- As the 1st step add the Personal data collection step.
- Now try to add new hire data review step. But you will not find the option New hire data review.
Resolution
Currently adding New hire data review step , after the PDC step is not supported. This is a system functionality.
