3078045 - Allocation doesn't consider value for cost center which is statistical

Symptom

You are trying to do cost center allocation.
With report Cost Centers - Actuals, you could find for a cost center, there is value with "Cost Center is statistical".
After executing allocation, you found the statistical value is not changed at all.
